Terra Fuego Board Members

Terra Fuego’s board members have decades of experience in wildland fire, controlled burning, and organizational management. From designing fuels projects, to suppressing wildfire for state and federal incidents, we bring a century of experience to the mission.

Jim Wills

Terra Fuego’s President and Founder, Jim Wills. From a foundation of experience working for the US Forest Service, Wills created Firestorm Wildland Fire Suppression to meet the demand for skilled, on-call fire resources while providing employment to hundreds of individuals. Wills is an advocate of expanding the pace and scale of prescribed fire, and his decades of burning experience are key to designing effective strategies and tactics for implementing burns across large landscapes.

Naomi Tora

Essential to managing the organization, but even more experienced at appreciating the outdoors, Naomi Tora is a central point in Terra Fuego. With over thirty years of accounting and administrative experience, her knowledge of the wildland fire industry and wealth of experience is a huge asset to our organization and sound, long-term management.

Bill Martin

Martin spent over 25 years working in wildland fire, and continues to stay informed on current forest management activities and trends. His guidance on long-term priorities is key to our strategic involvement with agency priorities and fundraising. Martin, like the majority of our organization, also continues to stay engaged with the great outdoors with fishing in the Sea of Cortes, and dropping lines in many California lakes and rivers.

Bill Jacks

Bill Jacks was voted in as the Executive Director of Terra Fuego Resource Foundation in 2023. Bill’s experience with prescribed fire and fire ecology began in 1998 through formal education at Humboldt State University and Feather River College. To gain important experience, knowledge and proficiency working with fire, Bill became a permanent wildland firefighter for the United States Forest Service, which provided him the opportunity of shadowing renowned fire suppression experts – protecting human lives, private properties and forest ecology. Bill is a longtime resident and ecological steward of Plumas County, where he serves as a local volunteer Prescribed Burn Association (PBA) and a lead member of the Plumas Underburn Cooperative (PUC). Bill Jacks is a California Prescribed Fire (CARx) Burn Boss with thousands of hours of time on task using prescribed fire.
